The Emirates use 43 by 55 millimetres, a size shared with almost no one, and a photograph made for any other country will be the wrong shape. The face wants to fill somewhere between 30 and 38 millimetres of that, over plain white with nothing cast across it.
This specification covers entry visas, residence visas and the Emirates ID that follows a residence permit, which means it is usually the first photograph a person arriving to work in the UAE needs and then keeps needing. It is worth making a sheet rather than a single copy: the same image is asked for repeatedly through the medical, the ID enrolment and the labour card, and the requests arrive weeks apart.
Typing centres across the UAE will photograph you for a small fee, and many people do that rather than supply their own. - No. Forty-three by fifty-five is wider and taller, so a European photograph is neither the right size nor the right proportion. Start from the original picture rather than trying to enlarge a smaller one.

- More than you think. The same photograph is requested at the medical, at Emirates ID enrolment and again for the labour card, usually weeks apart. An A4 sheet costs the same to print as a single photograph and removes the problem.

- Yes on religious grounds, as long as every feature stays visible with no shadow thrown across it. What is refused is a uniform, military dress, or anything at all that hides part of the face.
